Mission, Vision, Duties, and Functions
Mission
Migración Colombia exercises control as the immigration authority in a technical and specialized manner, providing quality services within the framework of the Constitution and the law to all nationals and foreigners within Colombian territory.
Vision
In the year 2026, it will be recognized as an immigration authority that guarantees rights and security in relation to human mobility at the national and international level, taking a participatory approach, with knowledge management, and operating on the basis of the principles of social justice, transparency, and commitment.
Functions and Duties of Migración Colombia
In accordance with Decree 4062 of October 31, 2011, the functions of Migración Colombia are as follows:
- Support the Ministry of Foreign Affairs and other State institutions in the formulation and execution of Immigration Policy.
- Exercise surveillance and immigration control over nationals and foreigners within the national territory.
- Maintain the identification registry of foreigners and carry out their immigration verification within the national territory.
- Exercise Judicial Police functions, in coordination with the Attorney General's Office, for activities related to the entity's objective, under the terms established by law.
- Capture, register, process, manage, and analyze immigration and foreign affairs information for decision-making and the consolidation of policies in this matter.
- Formulate, direct, coordinate, and evaluate plans, programs, and projects regarding immigration control, foreign affairs, and immigration verification, in development of and in accordance with immigration policy.
- Issue documents related to foreigner identification cards, safe-conduct passes, extensions of stay and exit permits, certificate of migratory movements, entry permits, foreigner registration, and other procedures and documents related to immigration and foreign affairs, which are assigned to the entity, within the policy established for this purpose by the National Government.
- Collect and manage the resources from the fee referred to in Law 961 of 2005, modified by Law 1238 of 2008, and other provisions that modify or supplement it.
- Collect and manage the fines and economic penalties indicated in Article 3 of Law 15 of 1968, in Article 98 of Decree 4000 of 2004, and other provisions that modify or supplement them.
- Coordinate the exchange of information and cooperation with other national and international organizations, under the guidelines of the Ministry of Foreign Affairs and other competent entities.
- Coordinate with the Ministry of Foreign Affairs the adoption and fulfillment of the State's international commitments on immigration matters.
- Any others assigned to it.
Paragraph. For the exercise of immigration and foreign affairs functions, the National Police will provide Migración Colombia with the necessary information, especially that from the databases of the National Central Bureau (NCB) - Interpol and criminal records. Likewise, Migración Colombia must provide the information required by other public entities for the exercise of their functions, within the terms established by law.
