What is an Institutional Action Plan?
The Institutional Action Plan - PAI is the strategic planning tool that compiles the activities and goals programmed to be developed during the term, responding to the achievement of the objectives and strategies adopted in the Institutional Strategic Plan; which, in turn, is aligned with the lines of the National Development Plan and the Sectoral Strategic Plan. (Law No. 152 of 1994, which establishes the Organic Law of the National Development Plan)

Planning and / or participatory budgeting
Participatory Planning
Participatory planning is understood as the mechanism by which civil society decides the direction of policies, plans, programs, projects or procedures according to its needs. Participation can occur in the delimitation of expected results and impacts and in the definition of products and activities. This is in accordance with the Department of Public Function.
Participatory budgeting, in accordance with Law 1757 of 2015, Chapter III, Art 90, 91, 92 and 93, is mandatory for territories, mayors' offices and governorates; therefore, it does not apply to national entities such as Migración Colombia.
Institutional Planning
The Special Administrative Unit Migración Colombia, formulates its Institutional Action Plan in accordance with the provisions of Law 152 of 1994, aimed at fulfilling its mission through the execution of strategic actions, formulated under the guidelines of the National Government and the requirements of the Integrated Planning and Management Model.
Likewise, it formulates the plans for the components of the Anti-Corruption and Citizen Service Strategy – PAAC, in compliance with the provisions of Law 1474 of 2011, which indicates that each entity at the national, departmental and municipal level must annually prepare the corresponding strategy.
These instruments allow the Entity to monitor institutional management for the evaluation of strategic objectives and the results obtained in the development of the management of the different processes.
Taking into account the above, two options for citizen participation in planning are presented. The first is related to plans, on which citizens can submit their observations, comments and proposals to the entity, through the following email: participacionplanes@migracioncolombia.gov.co

The second option for citizens has to do with another tool to submit their observations to institutional planning. This is located in the Citizen Participation Survey option: Postulate a proposal for planning and/or budget to Migración Colombia.

What is an Institutional Strategic Plan?
It is the planning instrument with which entities define the programs and projects they will execute during the four-year government period, based on the defined priorities and lines of action, strategies, objectives and goals established from the entity's internal and external diagnosis.
In this sense, the Special Administrative Unit Migración Colombia, in compliance with Law 152 of 1994, which establishes the Organic Law of the Development Plan, participated in the construction of the National Development Plan 2022-2026 “Colombia, World Life Power”. Subsequently, in alignment with the National Government's guidelines and projects for the four-year period, it formulates its Institutional Strategic Plan 2023-2026 as a roadmap that will guide its management towards achieving the stated objectives.
Within the framework of the construction of our Institutional Strategic Plan, we consider citizen feedback as a key factor for the consolidation and definition of institutional objectives and strategies, seeking to satisfy the expectations of our value groups, which is why we invite you to participate in this exercise.
