Citizen consultation on the corruption risks identified by the entity's processes - validity 2025

CITIZEN CONSULTATION ON THE CORRUPTION RISKS IDENTIFIED BY THE ENTITY'S PROCESSES - Validity 2025

Responsible department: Planning and Organizational Development Group - Planning Advisory Office.

Invited interest group: officials and citizens in general.

Period of realization: The Entity will receive observations during a period of seven calendar days, between August 15 and August 22, 2025.

Objective of the consultation:

To invite interest groups to actively participate in the process of reviewing and formulating observations regarding the corruption risks identified and updated in the risk maps of the sixteen (16) institutional processes for the 2025 period, in accordance with the guidelines established in the new methodology of the Administrative Department of Public Function (DAFP) and in the EDG.10 Guide for Risk Management (consult the guide here or download the attached document)

Participation methodology:

Interested parties —officials and citizens in general— may send their observations, contributions, and suggestions to the email: wilson.clavijo@migracioncolombia.gov.co

Each comment received will be:

  • Answered directly to the sender.
  • Sent to the corresponding process(es) for their respective evaluation and consideration.

Once the consultation is finalized, a summary with the main results and observations received will be published on the institutional website.

Result of the consultation:

The Planning Advisory Office published the consolidated corruption risks on the institutional website between August 15 and 22, 2025, the period established for the consultation.

During this time, no observations or comments were received from interested parties (officials and citizens); however, the Entity keeps its institutional channels open for receiving proposals that contribute to strengthening the management of corruption risks identified in the SIG process maps of the Entity.

How can you participate?

The citizen participation mechanisms provided by Migración Colombia are:

  • Citizen consultation

It is the mechanism by which citizens learn about, comment on and propose ideas for the plans, programs, strategies and normative projects that the Entity will develop during the fiscal year.

  • Participation Instances

These are meeting spaces, virtual or in person, to promote dialogue and create conditions for citizens and value groups to ask about institutional information and management results. Migración Colombia develops these spaces through virtual forums, Border Dialogues for Life conversations, public hearings, fairs, among others.

  • Means for citizen participation

The channels of interrelation with the Entity's interest groups are: the institutional website, institutional social networks, the Citizen Consultation Center and all those in-person or virtual service channels provided by Migración Colombia for citizens and value groups.

  • Citizen participation mechanisms

Citizen participation mechanisms are of popular or authoritative origin, depending on whether they are promoted or presented directly through a request endorsed by citizen signatures or by authority in the terms of Law 1757 of 2015.

  • Participatory public hearings. Participatory public hearings are an accountability mechanism, as well as a public act convened and organized by administration entities to evaluate the management carried out and its results with the intervention of citizens and social organizations. (Article 55 Law 1757 of 2015)

  • Accountability: Accountability is understood as the process made up of a set of norms, procedures, methodologies, structures, practices and results by which public administration entities at the national and territorial level and public servants inform, explain and make known the results of their management to citizens, civil society, other public entities and control bodies, based on the promotion of dialogue. (Article 48 Law 1757 of 2015).

  • Citizen oversight: It is the democratic mechanism of representation that allows citizens or different community organizations to exercise vigilance over public management, regarding administrative, political, judicial, electoral, legislative authorities and control bodies, as well as public or private entities, non-governmental organizations of national or international character operating in the country, in charge of the execution of a program, project, contract or the provision of a public service. (Article 1 Law 850 of 2003)

  • Compliance Action: This is a mechanism enshrined in Colombian legal order, developed from Article 87 of the Constitution, in order to grant natural or legal persons the possibility of going before the jurisdiction to demand compliance with a duty that arises by virtue of a law or an administrative act and which is not being observed.

  • Tutela Action: This is a mechanism by which every person may claim before the judges, the immediate protection of their fundamental constitutional rights, whenever these are violated or threatened by the action or omission of any authority.

  • Petition: It is the fundamental right of every person to submit respectful requests to the authorities for reasons of general or particular interest and to obtain a prompt resolution.

  • Complaint: It is the manifestation of protest, censure, discontent, or nonconformity formulated by a person in relation to conduct they consider irregular by one or more public servants in the performance of their duties.

  • Claim: It is the right of every person to demand, vindicate, or request a solution, whether for general or particular reasons, regarding the improper provision of a service or the lack of attention to a request.

  • Suggestion: It is the manifestation of an idea or proposal to improve the service or management of the entity.

  • Congratulations: It is the manifestation of joy and satisfaction with a service provided or the management of the entity.

  • Denunciation: It is the reporting to a competent authority of possibly irregular conduct, so that the corresponding criminal, disciplinary, fiscal, administrative - sanctioning or ethical-professional investigation can be carried out.

  • Information Request: A petition formulated to access public information, without the need for applicants to prove their identity, the type of interest, the reasons for submitting their request, or the purposes for which the requested data will be used.

  • Personal Data Request: This is a request to change and/or delete information corresponding to the user's personal data that requires corrections or updates.
